Laminitis x3
I have a 10 yr old Appy gelding. Last week he foundered for the THIRD time. He loses and gains weight very easily which makes it hard to keep him consistent. I find it hard to believe that he foundered from over eating. He only receives a small portion of straight oats twice and day and some hay. Has anyone ever had or heard of a horse that has foundered this many time? Advice is appreciated.

That's terrible! I can't offer advice as to why that's happening, but I can recommend something to try. Seminole Feed has a chaff called Happy Hoof for horses who are prone to laminitis. I have used it even though my horse had this 10 years ago. It's not cheap, but he loves it and I give the others some just to keep extra weight on them in winter. You can feed the chaff alone without grain. Could help! Good luck.
